I met today with Washington State Senator Jeanne Kohl-Welles. Senator Jeanne Kohl-WellesWhat a wonderful resource she was! When I sat down with her in her lower Queen Anne office, she started giving me (much needed) advice on how to negotiate the state legislative process. She gave me many essential contacts at the state level that I didn’t have yet.

She told me that we have essentially three ways to get state funding. The best, and most secure, is to apply via the Washington Wildlife and Recreation Program (WWRP) that is managed by the Interagency Committee for Outdoor Recreation. We may be a bit late in the process for the 2007-9 biennium, but I will investigate fully.

Another approach is to piggy back onto the City of Seattle’s state budget request. Again, we may be too late for the coming biennium, but again, I will fully investigate.

The third, and longest shot, is to get a “line item” in the capital budget. Thankfully, Sen. Kohl-Welles (our regional state Senator) is a member of the State Senate Way and Means Committee, which controls the capital budget in the Senate. She’s trying to connect me with the people that can help us.

She’s suggested that we work with the Governor on this request. I’ve got an email into the Governor’s office. She’s expected to release her ‘budget proposal’ in mid-December. With luck and perseverance, Ballard Corners Park will be in it.
